See 40 CFR, Chapter I Section 81, et seq. The library layer is a polygon feature class that shows the district boundaries, as of March 1998, and gives their names. Air districts are large areas that incorporate multiple counties or parts of counties and, in some cases, more than one air basin (see 'AIRBASINS' layer). Their definitions are based on county lines for the most part. There are 41 districts in California. Hand digitizing was combined with existing digital line work from digital and paper map sources.
